John Hadaller d/b/a J. Hadaller Construction Company bid on a construction project for the Port of Chehalis. When the Port awarded the contract to another bidder, Hadaller sued, alleging that when the Port voted to award him the bid, an oral contract was formed. The trial Judge granted the Port's motion for summary judgment. We affirm.
